The status of national film

The film is considered to be national film if compliant with the following:

1) film should be shot at high artistic level, meeting the spiritual needs of people of Kazakhstan, serving the state interests and increasing the recognition of the Republic of Kazakhstan abroad

2) production, distribution and release of films should be carried out by cinematographic organizations registered in the Republic of Kazakhstan (no less than 70% of the work)

3) film producers are to be citizens of the Republic of Kazakhstan and (or) a legal entity registered in the Republic of Kazakhstan

4) the group of the authors of the film (scriptwriter, director, DOP, Production Designer, composer) should consist of not more than 50% of foreign citizens

In accordance with the Law, a film shot in co-production with foreign cinematographic organizations might be recognized as a national one. They will apply and receive a certificate of the national film. 

 

Film projects claiming to be recognized as national films are subject to the following funding:

1) for socially significant films, debut films, films-events - up to 100% of the estimated cost of production

2) for co-production – to be determined in the agreements on film production

3) for feature films for a wide audience, may not exceed:
- starting from January 1, 2019 – 90% of the estimated cost of production
- starting from January 1, 2020 – 80% of the estimated cost of production
- starting from January 1, 2021 – 70% of the estimated cost of production
